В ночь на 14 апреля США, Франция и Великобритания нанесли удар по целям на территории Сирии. В общей сложности корабли и самолеты трех стран НАТО выпустили 69 ракет морского базирования и 36 — воздушного, итого 105 крылатых ракет (103 — по данным российского Генштаба). Портал iz.ru разбирался в конфигурации удара и его результатах.
Что же это было на самом деле и почему эксперты и аналитики в недоумении от достигнутых результатов?

В целом можно считать, что удар обошелся малой кровью — ни один из значимых сирийских военных или инфраструктурных объектов не пострадал, возможности правительственных сил продолжать боевые действия против террористических группировок не изменились. Вместе с тем результат мог быть и другим.
Следует иметь в виду, что США израсходовали в Сирии относительно небольшую часть ударного потенциала, накопленного в регионе. Использование в ударе, например, одной из двух находящихся поблизости подводных лодок типа «Огайо», носителей крылатых ракет «Томагавк», могло бы обеспечить сирийской ПВО «перегрузку по входу» и уничтожение нескольких важных объектов на выбор. Тем не менее этого сделано не было, удар наносился в «ограниченной» конфигурации.
Информированные источники портала iz.ru сообщают, что основную роль в отражении удара сыграли современные средства ПВО российского производства, в том числе поставленные в Сирию в течение последних нескольких недель. В первую очередь речь идет о зенитных ракетно-пушечных комплексах «Панцирь» и зенитных ракетных комплексах «Бук». Часть комплексов, в том числе ранее поставленные из России системы нового поколения, управлялась сирийскими расчетами, однако существенную роль в отражении удара сыграли российские военные специалисты. Сообщается также, что российские радиолокационные станции, работавшие «на обнаружение», передавали информацию на командные пункты ПВО Сирии, позволяя сирийским военным не включать собственные радары.

Специалисты отмечают удовлетворительную подготовку сирийских расчетов и отлично налаженное взаимодействие, позволившее оперативно реагировать на внешнее целеуказание.
Наличие раннего обнаружения — а помимо наземных и корабельных РЛС в дежурстве по ПВО, по некоторым данным, был занят и самолет дальнего радиолокационного обнаружения А-50 — резко повысило эффективность работы ПВО Сирии. Комментируя официальные российские данные о результатах налета, собеседники портала iz.ru отметили, что преувеличение если и присутствует, то относительно небольшое.
К пентагоновской версии результатов удара при этом имеется ряд вопросов. В первую очередь о его целях. По данным американского военного ведомства, все ракеты направлялись лишь к трем целям: НИИ в Барзе (район Дамаска), «складу химического оружия» в Шиншаре близ Хомса и расположенному там же защищенному командному пункту.
При этом научно-исследовательский институт в Барзе (по сирийским данным, не функционирующий) подвергся удару 76 ракетами, склад в Шиншаре — 22 и командный пункт — семью ракетами. По американским данным, сирийская ПВО выпустила более 40 зенитных ракет, но не добилась ни одного попадания.

Вопросы вызывает как израсходованное (особенно в первом случае) количество крылатых ракет, явно избыточное для поражения данных целей, так и отсутствие каких бы то ни было следов «химоружия», которое, очевидно, должно было быть как минимум на складе.
Отдельный вопрос заключается в оправданности бомбардировки «объекта с химоружием» в густонаселенном районе, но логика публичного наименования целей явно отличалась от логики их выбора. По мнению российских специалистов, американское сообщение о целераспределении связано с нежеланием признавать провал удара по важным целям, в первую очередь аэродромам.
Последнее же было предельно простым. США, с одной стороны, требовалось нанести удар как минимум для сохранения лица собственного президента, а с другой — этот удар ни в коем случае не должен был бы привести к дальнейшей эскалации конфликта уже между США и Россией. Это автоматически исключало из перечня возможных целей любые более-менее важные объекты, особенно вблизи Латакии и Тартуса, где находятся российские базы.
Без авианосца
Все уже привыкли к тому, что наличие авианосца является своеобразной визитной карточкой американских военных операций — палубную авиацию использовали даже для ударов из Индийского океана по Афганистану, несмотря на значительные расстояния. Тем не менее на сей раз операция обошлась без «длинной палубы», но с активным участием кораблей эскорта: все три участвовавших в ударе американских надводных корабля действуют в эскорте авианосных групп — крейсер «Монтерей» и эсминец «Лабун» — в составе CSG-2 во главе с авианосцем «Джордж Буш», «Хиггинс» — CSG-9 во главе с «Карлом Винсоном». Но в этот раз они были отправлены на боевую службу самостоятельно. При этом «Монтерей» и «Хиггинс» находятся в плавании еще с осени 2017 года, иногда заходя в порты для короткого отдыха.

«Монтерей» и «Лабун» наносили удар из Красного моря, «Хиггинс» — из северной части Персидского залива, четвертая американская боевая единица подводная лодка «Джон Уорнер» — из восточного Средиземноморья. Набор был бы ничем не примечателен, если бы не SSN-785 «Джон Уорнер» — эта лодка, переданная ВМС США в 2015 году и в январе 2018-го вышедшая на свою первую боевую службу, не только дебютировала сама, но и открыла счет боевым операциям лодок типа «Вирджиния». В общей сложности американские корабли выпустили 66 «Томагавков» модификации Блок IV («тактический Томагавк»), из них 30 пришлись на «Монтерей», семь — на «Лабун», 23 — на «Хиггинс» и шесть выпустил «Джон Уорнер».
Американский пуск был поддержан французским фрегатом «Лангедок», выпустившим из Средиземного моря три ракеты Scalp Naval. Помимо этих кораблей и уже упомянутых выше носителей крылатых ракет типа «Огайо» к ударам мог присоединиться, при необходимости, еще один американский эсминец — «Дональд Кук» и французский фрегат «Аквитания».

При всей «продвинутости» что «тактических Томагавков», что Scalp Naval удар крылатых ракет при неподавленной системе ПВО означал превращение КР в мишени, а боя в целом — в полигонные стрельбы в несколько усложненных условиях. Чисто технически показатели, заявленные представителями российского военного ведомства, в этих условиях могли быть достигнуты — особенно с использованием современных многоканальных средств ПВО с высокой огневой производительностью. В случае если бы США и их союзники начали операцию именно с удара по системам ПВО, итоговые результаты могли бы быть совсем другими, но в этом раскладе другими могли бы быть и действия России, причем с самого начала операции.
Те же проблемы неизбежно встали и перед авиационным эшелоном операции. 19 ракет, запущенных с бомбардировщиков B-1B, девять — с французских истребителей «Рафаль» и восемь — с британских «Торнадо», точно так же не могли сделать погоду в условиях неподавленной системы ПВО Сирии. По российским данным, наибольших результатов США добились в пригородах Дамаска, где потеряли лишь семь ракет из 30, запущенных по неиспользуемым военным объектам, ПВО которых в силу этого была сильно ослаблена.
Планирование с размахом
Тем не менее нужно отметить продемонстрированный НАТО военный потенциал, который при иных условиях применения может оказаться куда более опасным. В обеспечении операции участвовали десятки самолетов, включая разведывательные беспилотники RQ-4, пилотируемые самолеты-разведчики и летающие радары различных типов, и 13 летающих танкеров.
Ряд машин проделал длинные перелеты. Так, французские истребители «Рафаль», взлетевшие с базы Сен-Дизье и вернувшиеся обратно на нее же, провели в воздухе 10 часов, преодолев более 6000 км по пути туда и обратно. Чуть больший путь проделали истребители F-15, прикрывавшие действия американских бомбардировщиков B-1B в небе над Иорданией. Они поднялись в воздух с авиабазы Лейкенхит в восточной Англии и совершили посадку после выполнения задачи в Авиано в северо-восточной Италии.

На 1000 км ближе и на полтора часа меньше лететь выпало истребителям F-16, которые и взлетали и садились в Авиано. По иронии судьбы ближе всего из американцев пришлось лететь стратегическим бомбардировщикам, которые и взлетали и садились на катарской базе Аль-Удейд. Лучше устроились только англичане, «работавшие» с авиабазы Акротири на Кипре.
Разветвленная сеть военных баз и обширный флот вспомогательных и специальных летательных аппаратов исторически обеспечивают авиации НАТО высокую эффективность в операциях, которую не стоит сбрасывать со счетов, как в рамках локальных конфликтов, так и в случае гипотетической «большой войны». Краешек этих возможностей был продемонстрирован 14 апреля.

Возможности НАТО не являются секретом для военного руководства России, активно вкладывающегося в наращивание боеспособности воздушно-космических сил как на случай локальных столкновений, так и для гипотетического масштабного конфликта. В частности, российские военно-воздушные силы неоднократно демонстрировали способности к дальним перелетам с последующим ударом — в том числе и в рамках сирийского конфликта, и на многочисленных учениях.
14 апреля 2018 года прямого столкновения России и НАТО удалось избежать, поскольку планировщики НАТО приложили все усилия к тому, чтобы маршруты полета крылатых ракет проходили как можно дальше от зон, прикрытых российскими средствами ПВО. Тем не менее ряд ранее принятых правил, очевидно, уже не отвечает новым реалиям.

В первую очередь это касается собственно сирийских средств ПВО. Еще в 2000-х годах, не желая портить отношения с Израилем и США, Россия отказалась от поставки в Сирию зенитных ракетных систем С-300. Сегодня 3–4 дивизиона такой системы в сочетании с другими средствами могли бы заметно повысить обороноспособность сирийской ПВО, особенно с учетом взаимодействия с российскими военными советниками и радиолокационными средствами.
О возможности поставок С-300 в Сирию заявил в своем выступлении начальник Главного оперативного управления Генштаба Сергей Рудской. Наконец, возможны и другие действия, включая активизацию сирийского наступления против террористических групп в ранее оговоренных зонах деэскалации — необходимость уважать их статус, с учетом действий США в отношении Дамаска, становится всё более сомнительной.
