Абел Аганбегян: «Есть только один путь развития – перейти к форсированному росту инвестиций»

Аганбегян Абел Гезевич- доктор экономических наук, профессор, академик РАН, заведующий кафедрой экономической теории и политики РАНХиГС при Президенте РФ, специалист в области организации промышленного производства, проблем производительности труда, заработной платы, макроэкономики, эконометрики, менеджмента.
За 2012 год темпы роста ВВП снизились в 7 раз – с 4,7% до 0,7%. Мы оказались в стагнации. А дальше этот негативный тренд привел к рецессии. Седьмой год мы находимся в рецессии. За семь лет средний темп роста ВВП – 0,5%, промышленности – 1%, инвестиции в минусе, розничная торговля в минусе, реальные доходы населения – минус 1% ежегодно.
Стагнация хуже любого самого глубокого кризиса по одной причине: кризис создает предпосылки для выхода из него. Поэтому мудрые китайцы изображают кризис двумя иероглифами: один – беда, а второй – шанс. После кризиса всегда подъем. Стагнация не имеет такого встроенного механизма. Наоборот, механизм стагнации таков, что он тянет ее вниз к рецессии. Из стагнации выйти неизмеримо труднее.
Мы же хотим выйти из стагнации, продолжая старую политику с небольшими улучшениями – такими как национальными проектами и так далее. Не выйдет, потому что у нас есть негативные тренды.
Первый тренд – отток капитала. За 11 лет «утекло» 780 миллиардов долларов. Только за январь – октябрь 2019 года «ушло» 32 миллиарда долларов, а в прошлом 2018 году – 63 миллиарда.
Второй негативный тренд – это сокращение инвестиций. Прибыль в промышленности в условиях стагнации, рецессии каждый год растет на 40%. Еще быстрее растет прибыль банков. На счетах предприятий сейчас колоссальные средства, но они не вкладываются в российскую экономику. Огромные средства идут в офшор. Россия наряду с Саудовской Аравией, Объединенными Арабскими Эмиратами и Венесуэлой имеет вложений в офшор более 40% ВВП. У России в офшоре 700 миллиардов долларов.
Третий негативный тренд – наша налоговая система. Российская налоговая система нуждается в коренном улучшении. Мы только ухудшили ее, подняв НДС.
Цитирую президента Владимира Путина: «В период кризиса факторы нашего экономического роста коренным образом изменились. Нам нужны новые источники роста».
Кто-то поискал новые источники роста? Где главный денежный мешок страны? Активы банков в два с половиной раза больше всех государственных денег.
Если сложить все виды бюджета, внебюджетных государственных фондов, пенсии, и здравоохранение – это 40 триллионов. А активы банков в прошлом году составляли 92 с половиной триллиона, а сейчас – 96. Это огромный источник инвестиций. Но банки должны кредитовать не под 10%, а, допустим, под 5% тех, кто технологически перевооружает действующие производства. Срок окупаемости 5-7 лет. Хотя бы под 4 % тех, кто строит новые мощности. Срок окупаемости 10-12 лет. И под 3% тех, кто создает современную инфраструктуру, например, скоростные железные дороги. Окупаемые проекты должны быть – это главный источник новых средств.
Источником новых средств может быть часть золотовалютных резервов. Нам не нужно 555 миллиардов долларов. Это больше, чем резервы Германии, Великобритании, Франции, Италии и Испании вместе взятых. Можно взять 250 миллиардов, оставив 300 – для финансовой безопасности.
Зачем сидеть на сундуке с золотом? По данным Сбербанка, 20–25 миллиардов долларов обесцениваются каждый год.
Огромные возможности у предприятий. Освободите ту часть прибыли, из которой вы черпаете инвестиции, от налога. Тогда предприятия будут заинтересованы в том, чтобы показать реальную прибыль.
Чтобы преодолеть стагнацию, недостаточно обычных мер. Возьмем национальные проекты. Безусловно, это важное, хорошее дело, но, заметьте, они не затрагивают основных источников экономического роста. Нет ни одного национального проекта ни по технологическому перевооружению отраслей, ни по развитию высокотехнологических производств, приборостроения, электроники, авиации, кораблестроения, фармацевтики, космического, атомного машиностроения, современной синтетической химии. Нет национального проекта по развитию машиностроения. Как, интересно, без машиностроения вы собираетесь что-либо технически развивать? Мы импортируем 70% машин.
Первичных драйверов экономического роста два – это инвестиции в основной капитал и вложения в человеческий капитал или в экономику знаний. Экономика знаний – главная составная часть человеческого капитала, это НИОКР, образование, информационно-коммуникационные технологии, биотехнологии, здравоохранение.
У нас доля инвестиций в ВВП составляет 17%. Если взять по спецсчетам, будет 20 %. А вложение в человеческий капитал – 14%. Есть прямая зависимость темпов экономического роста от доли инвестиций в ВВП и доли вложений в человеческий капитал. Если у вас 17% и 14%, экономического роста не должно быть, и мы закономерно находимся в стагнации. В развитых странах инвестиции в основной капитал в среднем составляют 21%, а вложения в человеческий капитал – 30% в Европе и 40% в США. Развитые страны при таких инвестициях имеют темпы роста максимум 1,5-3%. Если вы хотите иметь более высокие темпы роста, и инвестиции нужны выше. Развивающиеся страны в среднем имеют инвестиции в основной капитал 30–35 %, и развиваются темпами 4–5 %. Китай имеет 45% инвестиций в основной капитал и 6,1% экономического роста.
Есть только один путь развития – перейти к форсированному росту инвестиций в основной капитал и человеческий капитал.
При форсированном по 10% росту инвестиций в человеческий и основной капиталы Россия сможет в 2022-2023 году выйти на 3% экономический рост. К 2025 году мы можем иметь 4%. А если продолжить до 2030 года, то как развивающиеся страны выйдем на 5–6% темпы роста.
Где взять деньги – понятно. Куда вложить – тоже ясно. В первую очередь в технологическое перевооружение действующих производств. Надо поставить задачу за 15 лет перевести на новый технологический уровень все народное хозяйство, выйти на уровень развитых стран по технологиям. Но 15 лет – это слишком оптимистично. Лучше на 20 лет.
